All the hostages could have been released in 2023 if Israel had wanted to. Israel did not value the lives of hostages as evidenced by the three escaped Israeli hostages that were murdered by Israel ~6 months ago.

Note also that the previously released hostages who all appeared to be well-fed and in excellent condition have not appeared on Western news interviews so that the Israeli government can control the narrative.
