All this drivel about Harris as VP already having the power to enact her policies now - i.e. why is she not doing now what she is campaigning for during her presidential bid?

A VP only has as much influence over a president as the president allows.

Often the relationship between the president and his VP is cold... outright hostile, even - like Kennedy and Johnson, or Eisenhower and Nixon - where the president chooses to lock out the VP as often as possible.

A distance between the president and the VP is usually the norm.

An exception was George W Bush with Dick Chaney who gave him a very wide latitude of influence over his administration's policies and actions.
