so they can buy oil on the spot market and if they the price goes down
and they are forced to lose money -
the taxpayers will pay the difference to save their financial butts.

Even though it was "blue chip" by local standards, it was still a very speculative stock, being a medical researcher. The prices around $300 per share factored in significant expected increases in future profit that you would not get with BHP or Woolies shares.
