The NDIS rort which needs to stop

Labor created this beast, they must fix it.

Where is Bill Shorten? Ahh, at the Ukraine Peace Summit. Since when is that part of his portfolio?

The NDIS already costs more than Medicare to operate. Worst of all? It is still growing.

Wasn't the NDIS meant to be for the severely disabled? Yet, these days 40 percent of its clients are young boys diagnosed with Autism Spectrum Disorder. How many of these are genuine cases?

It'll get to the point where the NDIS becomes the largest budget line.

Unfortunately, the government needs to change the law and kick a lot of people off of the NDIS. Yes, it is politically difficult (especially for Labor), but it must be done sooner and not later.

Amid concerns the NDIS could blow out to $90bn a year by the end of the decade, popular Facebook pages are linking participants to everything from fishing camps to Lego-based therapy.

Dungeons & Dragons gaming nights and Lego-based therapy are just some of the services being advertised in an emerging online marketplace for NDIS participants to spend their taxpayer funds on, as ­experts warn these pop-up businesses are not adequately vetted and risk blowing out the scheme which some say is becoming a “honey pot”.

With concerns the cost of the National Disability Insurance Scheme could blow out to $90bn a year by the end of the decade, The Daily Telegraph can reveal popular pages on Facebook are linking participants to everything from cleaners and dog groomers to fishing camps and Lego-based therapy.

The pages, which have no official affiliation to the expanding scheme, also offer NDIS 4WD weekends, luxury accommodation, ski trips and excursions to the movies. Several people also promote Dungeons & Dragons gaming nights on the pages, with one post claiming it was run by a “therapeutic host”.

it's not rorting it if they're using it as its intended to be. it's obviously a completely retarded idea that was always going to waste a lot of money right from the start on frivolous and questionable stuff, but you should change the language by which you criticise it

There was always going to be two ways to approach something like the NDIS.

You either make it easy to claim to ensure that those who really do need assistance get it as quickly as possible, then clamp down as more data is available of what people are using it for vs what they need etc, or you take the other approach of making it almost impossible to claim and in turn neglecting those who need up.

It all depends on your point of view.  The original plan is about helping and removing the stigma around those who are in a position to need that help.

The contrast is being forced to assist but wanting to punish those who need it.

There has to be a middle ground.

Right now Labor do need to crack down on those abusing the system, no doubt.

But as always, it's interesting that only now, after a decade of the Coalition at the helm, to we actually expect anything to be done, or hold those in power accountable for doing it.

I'm trying to understand this quote, is he saying we have 600000 people using NDIS and 400000 people working to administer the scheme?

Also how can you cut 14 million from the scheme but it's not a cut?

While the NBN has been and will always be the biggest waste of taxpayers funds in the history of Australia the NDIS must be not far from second?

Since the supposed Shorten NDIS reformation started there have been quite a few stories about those genuinely in need having their NDIS funding slashed.... this is the end result of 1 case - Courier Mail today....

A distressed teenager who had his NDIS funding slashed sent a desperate text message to one of his supporters asking if Bill Shorten had responded to a letter about his case just four minutes before he died.

The final text message from Brisbane university student Jack Bailey to his occupational therapist, Izzi Harman, has left his grief-stricken family and
support team demanding change to the system.


Mr Bailey lived with late-stage duchenne muscular dystrophy, a degenerative muscle condition that meant he was confined to a wheelchair and reliant on 24-hour care.

In the months leading up to his death, the National Disability Insurance Agency, which governs NDIS funds, unexpectedly slashed his funding – meaning he could no longer have a 24-hour carer.

On August 11, the 19-year-old asked Ms Harman if she had received a response to their letter calling on National Disability Insurance Scheme
Minister Bill Shorten to reconsider his case.


“He sent me a text asking if we had a reply at 10.26am and his fatal cardiac
episode started at 10.30am,” Ms Harman said. “It was quite literally the last thing he ever did.”

Mr Bailey moved out of home and interstate, studied a double degree at university and worked as a lived-experience disability adviser.

He was an enthusiastic powerchair footballer and a much-loved member of the Queensland Powerchair Football Association.

Ms Harman said, however, the last months of his life were filled with anxiety and uncertainty after the NDIA unexpectedly took away his 24-
hour support workers.


On June 17, Mr Bailey was alone in his apartment when he suffered a life threatening cardiac incident, just managing to call himself an ambulance before blacking out.

“I was so angry, I wrote that this could happen in all my reports and he got super lucky with the first cardiac incident, it was pure luck he felt a bit sick and dizzy so he called an ambulance for help before he blacked out,” Ms Harman said. “Jack’s family then gave the NDIS an update about his situation, we told them what had happened and we just didn’t get much acknowledgment of that.

According to Ms Harman, in the lead-up to Mr Bailey’s support plan expiring he spent hours on the phone with the National Disability
Insurance Agency trying to ensure he had adequate care in place.


“He was getting so stressed and even said to me at one point that he was getting anxious going to sleep every night because he wasn’t sure if he
would have someone there to get him out of bed in the morning,” Ms Harman said.

She said in a rush to put a plan in place, the NDIA made Mr Bailey’s support workers’ funding agency managed.

This left the teenager unable to pay his well-established and personalised
support team
as he had previously done.

While some of Mr Bailey’s support workers continued to assist him for
free,
the NDIA’s move meant he was alone for periods of time in his apartment.

Ms Harman claimed inefficient staffing, a lack of training and ineffective processes when it came to Mr Bailey’s planning review meant his high level needs were not taken seriously.

When he suffered a second, fatal cardiac incident in his unit on Sunday,
August 11, he still had not been granted around-the-clock care
by the NDIA.

“Jack had a really beautiful full life before the NDIS let him down,” Ms Harman said.

In a statement, Mr Bailey’s parents said for years the NDIS enabled their son to live his “absolute best life”, but ultimately failed to provide the support he needed leading up to his death.

The NDIA did not respond by deadline. On Friday a request for a response was also sent to Mr Shorten’s office.

Reading further it appears the 14 million saved/cuts is by cracking down on the rorts/fraud.

If that's true are the criminals responsible for stealing 14 million p.a since the scheme/scam was introduced by Julia Gillard going to be prosecuted and jailed?

So, why doesn't Albanese and the ALP cancel AUKUS?

Surely the previous government didn't sign Australia up for something that would cost hundreds of billions of dollars without some sort of 'escape clause'?

They couldn't have been that stupid, could they? Oh, wait...  Roll Eyes

Of course, if there is an 'escape clause' no doubt it would cost Australia a lot of money to cancel the deal (the US would make sure of that) but I'm pretty sure it wouldn't be anywhere near 368 billion dollars (which was the last figure I saw... it's probably closer to 400 billion by now).

And besides, what does Australia need these submarines for anyway? To protect us from invasion? Invasion by whom? The Chinese?

The Chinese won't need to even think about invading Australia soon  - with the rate our spineless pollies are selling off the country to them (and others) one bit at a time it won't be long before they own Australia outright.

You called the NDIS a scam pouring mistrust and missinformation about the disabled who are the people being scammed....Service providers have been ripping off clients, overcharging and padding invoices to rip the scheme off....This does not mean the NDIS is a rort or disabled people are somehow responsible....Labor are trying to fix the scheme that the Coalition ignored and allowed to fester for 9 years of inaction were they did nothing!!!

Please make a effort to quote me correctly.

I wrote scam/scheme.

For ( what I understand, and asking?) the scheme is possible worthy of saving from the scammers?

If you insist on protection of bill useless shorten I suggest you narrow your focus and single out the complete disaster and billions on billions wasted on the  utter failure the biggest waste of taxpayer money has ever been seen-

I find it hilarious that the ones who keep crying about all the rorts within the NDIS, have no problem with the rorting from the privatised 'employment agencies'. This is expected to cost us over $9B in the next four years.  Roll Eyes

disabled people should be helped by their local communities.
people who are in expansive energy love being of service to the disabled

riding for the disabled was a massive volunteer undertaking that provided free riding to 10's of 1000's of disabled people

at zero cost to the taxpayer

now under yet another "big government scheme"

grifters buy some hack, link up with some grifter who runs an NDIS service and bill the crap out of the taxpayer (currently about $300 an hour) for some bored, half stoned disability support worker to take some disabled person to visit the grifter and their hack and recieve a much inferior service

and the volunteers no longer get the joy of serving their community


typical government BS crap

Ms Quinn was speaking after revelations in The Australian that the men behind Cocoon – ex-bankrupt Zaffar Khan and his longtime business partner ­Muhammad Latif – were able to keep operating despite failing ­audits and being the subject of a flood of complaints over more than four years.

The person in charge and pulling the strings of Cocoon is former taxi driver Mr Khan, numerous company insiders have told The Australian.

He previously went bankrupt in New Zealand, was the subject of consumer protection warnings in 2007 and was accused in a 2015 civil case of promoting a scheme that had a “fraudulent design”.

He has been listed on Australia’s national personal insolvency index since August 2020 as having a personal insolvency agreement to settle debts.

Cocoon has been transitioning NDIS participants to other companies with related directors and owners, according to company insiders, support workers and documents obtained by The Australian.

The Canterbury-Bankstown, Blacktown, Cumberland and Liverpool local government areas are the top locations for total banning orders issued by the NDIS Quality and Safeguards Commission. Banning orders, both temporary and permanent, are reserved for the most serious breaches uncovered by the commission, including fraud, financial misconduct, dishonest behaviour, misleading claims, and billing irregularities. Together, those local government areas account for more than 15 per cent of all banning orders handed down across the country.


Among those from western Sydney banned by the commission are Mohammad Al Hamadi, a 25-year-old from Bankstown, and Mehdi Mansour, a 32-year-old from Roselands.

Panania woman Berivan Khalil was similarly slapped with a life-time NDIS working ban

Also caught up in the commission’s crackdown was Punchbowl man Rabih Chamma and his company, Reaching Out Services, both of which were permanently banned. A charity he had founded, called Merciful Group, had been repeatedly “debanked” by multiple Australian financial institutions amid concerns over anti-money laundering and anti-terrorism funding laws.

Merciful sued Suncorp over the bank’s withdrawal of its services to the charity. The court heard Suncorp had become uncomfortable with the charity’s collection and transfer of large sums of money to Lebanon, Yemen and Syria, with the bank finding that Merciful “posed an unacceptable money laundering/terrorism financing risk that could not be appropriately mitigated and managed”.

It's a start.

This bottomless pit which was a time-bomb left by that idiot Bill Shorten badly needs a haircut.



Health Minister Mark Butler announced some very big changes to aged care and the NDIS in his speech this afternoon.


Here are the big things to know for each of the areas:

For the NDIS:

Reducing the number of participants – because of new eligibility rules, the projected number of people on the scheme by the end of the decade is expected to be about 600,000. Today, there are 760,000 people on the scheme. This would suggest about 160,000 people will transition out of the scheme once the new eligibility rules come into effect.

Butler also announced an overhaul of NDIS eligibility. Access to the scheme will move to assessments of a person’s functional capacity, rather than relying on diagnosis alone.

$55 billion – that will be the new targeted cost of the NDIS for 2030, down from the current forecast of $70 billion. The cost of the scheme last financial year was $48.5 billion, and it will surpass $50 billion in the current year. It’s a marked reduction in growth.

Registration for NDIS providers will now be mandatory. Currently, less than 10 per cent of providers in the scheme are registered.
$200 million will be used to establish the Inclusive Communities Fund, with the aim of rebuilding capability among disability organisations for people to have options to participate in their local community.

Great minds think alike - been saying much the same for ages now.  Just a new wrinkle in the ages-old transferring of public moneys into private hands of a select group - no wonder these types can buy muli-million dollar houses while Aussies sleep in tents On The Beach or in Tent Cities and watch their descendats heading into generational disadvantage because of woeful government policy and implementation.

Need I mention here, as I have done elsewhere - about the over-feminist and consequently ineffectual public service these days that 'administers' this crap - with it's 'DEI'/EEO/Affirmative Action appointees, many of whom - wait for it - speak-a da lingo, and thus facilitate their own groups from countries/cultures where corruption is the norm, in rorting?

HTF did so many people get to be 'providers' on the top dollars and dispensing about a third as wages to actual workers -when they are not qualified or even registered?

Sheila public service - all's fair as long as you don't have to actually achieve any result apart from Bob Carr's infamous "great discussion group".... this mob of mindless ewes doing NDIS are as good as the master mathematicians in the gender pay group of outright liars.

Footnote:-  TOG's oldest son - the disabled one - copped a job with them - after deciding at the end of his uni stint that he preferred to be a 'woman'  - if you knew him, you'd laugh your head off as I did. Meantime his eldest of two daughters - at uni at the same time - decided she just had to be 'lesbian' since men are so evil and nasty.  I laughed gain at such rank stupidity, including the statement that women found it so easy to work without being 'yelled at' by men. No wonder his nuclear family hate me...

Side channel - this is one of my coming forays - one thing they can't do is bring down an old bastard:- 

The one good thing to come  out of the entire CNN fiasco of LIES about the mythical sixty two million (CNN claimed 62m men accessed and used a site they titled a 'rape academy' - turned out to have had 1k hits over a month with a couple of rather stupid actual contributors with one arrest) – is how it has shown more than clearly the true breadth and depth of the absolute hatred towards men in the West these days. 

The calls for murder, mutilation, genocide, and ethnic cleansing and gulaging of men were through the roof - and some men looked into it and found that there were MASSIVE sites dedicated to 'kill all men' and such!!

All this schoolyard prattle hatred; developed into a doctrine by the schools and then higher education facilities by POLICY -and supported by governments with a very clear objective of their own in mind, meaning oppression of men first as a precursor to total control over the individual and society like the True Fascists they are in reality – must surely give the thinking people of the West pause to re-consider their loyalties to such evil.

The Greens have slammed Labor’s NDIS cuts, saying their decision to kick 160,000 people from the scheme and reduce supports for disabled people is a cynical and cruel decision while gas exporters' untaxed profits soar.

Labor’s declaration that more restrictive eligibility for the NDIS will remove 160,000 people from the scheme - ahead of the codesign process that would supposedly design those criteria, has left the disability community facing months or years of anguish and fear.

Under Labor’s NDIS cuts;

There will be a real cut to funding each year across the forward estimates, with growth caps stuck below inflation while corporate profits soar,
An estimated 160,000 people will be removed from the scheme entirely, leaving disabled people fearing whether they will be excluded,
Participants face an estimated $5000 reduction in funding for social and community participation supports that provide critical social contact,
Participants’ ability to request changes to their supports is reduced, with restrictions on unscheduled assessments
The move towards an approved list of Supported Independent Living providers also poses risks to the choice and flexibility under the scheme.
The government’s decision to announce reverse aged care cuts show the cynical calculation Labor has made about who it thinks should be able to have the basics required to live a good life.

Labor says people should move to other supports - but governments have failed disabled people for years, through lack of investment in publicly available supports, high-quality accessible public housing with shared supports, and mental health in Medicare, and the low rate of the Disability Support Pension.

The Greens say they will oppose Labor’s cruel cuts to the NDIS, saying that the government is cynically pitting people who need care against one another while letting rich gas exporters off the hook.

Senator Larissa Waters, Leader of the Australian Greens said:

“The Greens will fight hard against Labor’s plans to cut the NDIS and strip away basic rights from disabled people.

“Labor is today cynically booting 160,000 people off the NDIS while letting big gas corporations avoid $17 billion in tax.

“How dare this Government, who promised they wouldn’t cut the NDIS, balance their budget by selling disabled peoples’ dignity.

“This is an extraordinary betrayal of disabled people by a Labor government that promised to protect the NDIS, not cut it. Australians with a disability and everyone who loves them are angry, and they’re not going to let Labor take away their dignity without a fight.

“Budgets are about choices, and Labor is choosing to cut the NDIS instead of taxing rich gas corporations. Labor needs to show courage, tax the big corporations and 1%, stand up to Donald Trump, and get these billions back into the essential services we all rely on.

Senator Jordon Steele-John, Greens Disability spokesperson said:

“Disabled people are disgusted with this betrayal by Labor. Labor promised to protect the NDIS, but they are cutting it instead.

“It’s shocking that Labor is choosing to cut vital services for disabled people rather than tax gas exports, make Clive Palmer pay a little more tax or buy one fewer AUKUS submarine.

“Disabled people are now left dreading whether they will be one of the 160,000 people Labor plan to kick off the NDIS - because their disability is too invisible, or because a computer predicts they will be fine without supports.

“These supports enable us to get out of bed in the morning, to connect with community and to avoid social isolation, and the government has announced it’s their intention to slash them.

“It’s disgusting that Labor would strip that sense of hope away from disabled people and their families when the ultra-wealthy are doing so well.

“Labor is making these cuts because they believe we are an easy target. They are wrong. We are angry, we are organised, and we will fight back.”

A child predator who drugged and raped a 13-year-old girl in her bedroom, and later demanded his NDIS provider send female carers to shower him, continues to access “support workers” under the disability support scheme.

Arash Farzard, who is currently serving a post-custodial court order having served jail time for his 2004 crime, is among pedophiles, gang rapists and killers across Australia who are receiving taxpayer-funded support – worth a combined several million dollars – through the National Disability Insurance Scheme.

Often described as having “poor” rehabilitation prospects, these offenders were issued with post-sentencing court orders aimed at reintegrating them into the community.

Recipients with mental health conditions ranging from “mild” intellectual disabilities to paraphiliac disorders are among the criminals accessing benefits, as Labor faces mounting pressure to clarify its plans for the removal of 160,000 NDIS ­participants.

According to court documents, Farzard showed “no remorse” for his offending, and not only did he insist his NDIS provider send him female support workers to shower him, he made “sexual comments about female support workers … and expressed a preference for young girls”.

It is not known if his request for female support workers was granted, but a court in March heard “he has access to support workers though the NDIS”.


Sydney pedophile Raymond John Cooper – diagnosed with a “mild to moderate” intellectual disability – has a record of child sexual abuse, violent assaults on former partners, and repeated possession of child exploitation material. His convictions include sexually assaulting a six-year-old boy, indecently assaulting a nine-year-old girl, and choking and punching a de facto partner.

Case officers reported that Cooper posed an “extreme” threat to the community and noted he showed “zero remorse for his ­offending behaviour”, while ­sentencing judges evaluated his rehabilitation prospects as “poor”. His extended supervision order is set to end in December.

Cooper receives a taxpayer-funded NDIS package covering his placement at a “four-bedroom” property in western Sydney, staffed 24/7 by a registered NDIS provider specialising in psychosocial disability, which refers to support services for individuals with mental health issues or disabilities that affect ­social functioning.

Court records viewed by The Australian revealed a total of five offenders on packages in excess of $400,000 a year, including “AH” (a pseudonym) on an annual $1,347,400.83 grant, covering specialist disability accommodations, daily living skills, and ­behaviour support.

That grant was downgraded from over $2.5m in 2024.

Due to a “significant intellectual impairment”, AH has never had a job and cannot read or write. AH’s offending includes aggravated burglary and motor vehicle theft.

“ZBA” (a pseudonym) from Queensland, a pedophile convicted of a serious sexual offence against a four-year-old girl, receives a $415,000 package, including 12-hour daily support. His supervision order is in place until 2035.

Others include “violent” offender Bianca Underwood on $431,451.03, axe assaulter Benjamin Michael Ryan, who received a $400,000 grant, and Wayne Wilmot, involved in the 1988 abduction, rape and murder of Sydney woman Janine Balding on $221,620.

In several cases, NDIS participation was viewed as an “ameliorating factor in the assessment of risk”, according to one ­Supreme Court trial judge who oversaw the release of serial sexual offender Bruce Leslie Brown in 2025.

Brown’s offending spans two decades and five states, beginning with the knifepoint assault of a pregnant woman in Albury and a 2015 street attack where he pinned a 53-year-old woman to the ground and exposed her breasts and vagina.

A diagnosed paraphiliac, Brown has a history of supervisions order breaches, including tampering with his electronic bracelet, using encrypted messaging services to contact women and possessing child abuse material. He will remain in the community until at least April 2027, when his extended supervision order will once again be reviewed.

Investigations by The Australian identified 45 criminals who had accessed NDIS benefits at the time of publication.

A spokesperson for NDIS Minister Jenny McAllister said: “All governments accept that someone who has served a custodial sentence can access services they are eligible for, whether that is the NDIS, health system, aged care or community services. State and territory criminal justice systems are responsible for ensuring that individuals comply with legal orders and conditions, including monitoring and supervising individuals to prevent or detect offending behaviour.

“Any NDIS participant convicted of an offence punishable by imprisonment of at least two years is now agency managed to ensure that taxpayers’ money is used appropriately.

“Under the Liberals, NDIS participants in the criminal justice system were previously self-managed or plan managed.”
