Yes.

Because in 1945 the UNSC veto was demanded by the US and USSR who said:
"no veto, no UN". 

They didn't really want to "save mankind from the scourge of war" - as stated in the preamble to the UN Charter.

ie.  the super-power victors of WW2 insisted on the 'right' of military intervention, rather than acceding to rule of law, to settle disputes between nations.

Why was - and is - that?

The 'rules of war' are insane because, unlike an individual who attacks another individual, in which case rules are moot,  the rules for preventing war between nations can be proclaimed and adjudicated by an international tribunal.
