Noosa MP Sandy Bolton, Queensland’s only independent parliamentarian, was picked by the government to chair the youth justice reform committee amid significant political and media attention on the issue.


In an interview with Guardian Australia, Bolton raised the possibility of reintroducing the Newman-era youth boot camps – scrapped by Labor in 2015 – as one solution to what is being portrayed as a youth crime crisis

Created by the then attorney general, Jarrod Bleijie, in February 2013, the boot camp trial allowed for convicted children to be sentenced by a court to spend a month in a remote location. Targeted at children already in the youth justice system, it was designed to offer an alternative to jail.

The program immediately ran into problems, with far fewer children sentenced to the orders than initially anticipated, until the government made them mandatory for some children repeatedly convicted of stealing a car.

Bleijie’s trial was closed by the Palaszczuk government in 2015 after a cost blowout. An independent report by KPMG found the program was more than twice as expensive as traditional youth detention while reoffending rates were the same. The auditor general also found the Newman government’s choice of tender was flawed. The camps were criticised by some academics as being “mean spirited”, for taking a military approach to discipline, and being too punitive.



Bolton, who once lived on a rural property in the Northern Territory, pointed to an old agricultural practice in which cattle stations used to take young troublemakers as jackaroos for a year.

“Which was highly, highly effective, because it was taking that youngster, at 14, out of the environment that was creating the criminality into one that’s very structured,” she said.

Bolton said the length of time spent at a boot camp was an important factor, to ensure any change sank in.

Katter’s Australian party (KAP) has long pushed for a trial of what it calls “relocation sentencing”, a policy based on small remote facilities similar in some ways to boot camps.

“In layman’s terms, there’s a good reason people go camping to clear their head or go outdoors to clear their head, as opposed to being crammed up in a confined space,” the KAP state leader, Robbie Katter, said.

Queensland already has a form of remote rehabilitation. In 2020 the state government launched a four-year trial of an “on country” scheme for Aboriginal and Torres Strait Islander children in Cairns, Mt Isa and Townsville.

A  court report from the Daily Telegraph states the court has heard the attack was launched with a machete — a wide, heavy chopping knife used for clearing vegetation — and two kitchen knives. They cite the prosecution as having said: “A member of the public called 999 saying someone had been stabbed with a machete.

“The victim was a soldier in uniform, the male’s [suspect’s] face was partially covered, he ran up behind and pulled the soldier to the ground and began stabbing him repeatedly with a large knife, a machete… got on top of a moped and drove off.”

Esan was in court for ten minutes and was reportedly not cooperative, refusing to answer his name, address, and date of birth. The case will be heard again in August, Esan will be held in custody until that time, and psychiatric reports on his fitness to plead will be produced.
