That is not what I said Monk. Let's try again.

If you use the tax system to create a disincentive for providing rental properties, rents will go up. If rents go up, they will be even poorer, and will take longer to save up for a deposit on their own home, if that is even possible. That extra tax income you think is coming from the wealthy will actually be coming from the most vulnerable. You will harm the people you claim to be helping. It always happens when the economically illiterate try to come up with good ideas.

of all families are renters? These renters have no protection and can be evicted at the statutory notice for evictions?

I do not think it is a good idea to help investors over home owners.

If people voluntarily take on huge debt the consequences are on them, not other taxpayers including the renters who can no longer afford a home of their own.

Investors will have to carry the costs until they sell the existing home they invested in—i.e. it will be a real investment not a dodgy tax planning scheme.
