The borders between civilisation and barbariasm, civilisation and backwardness used to be in the far distance. Now it zig-zags throuh every major Western city from London and Paris to Sydney and Melbourne.

What is under the ground is already owned by the state.

Mining companies do not own the underground resources. Their access to them is licenced by the state.
