Looks like it was this one. I can see how someone with a shallow understanding of how the study works could interpret it the way Paul has. One of the authors is an American who works for a non profit studying global pandemics. That organisation gets funding from the NIH, but it would be erroneous to suggest the funding all came from the NIH. Funding seems to have been acquired from Wuhan itself and a uni in Singapore. The non profit runs many programs for which it seems to get about 600,000 a year to fund. Theres debate around what the money was used for. Was it used for the GoFr or was it used for sample collection.

The 2nd problem seems to be about the definiton of gain of function, whilst the term itself seems easy to define, classifying experiments into that category seems difficult.

The 3rd is that even scientists in the field seem to criticise the US governments regulations around the experiments.
