He served twice as leader of the Liberal Party (1983–1985 and 1989–1990),
leading the party to defeat at the 1984 and 1990 elections.
He had earlier been a long-serving cabinet minister.

The Liberal disease was at its most virulent when Howard and Peacock spent the better part of 10 years challenging each other for the Liberal leadership. This only ended when Peacock quit politics in 1990.
