The roaring 40s refers to the latitude of between 40 and 50 degrees South
in the Southern hemisphere.
Hobart falls right inside it at 43 degrees South.

Here we find the results of the continuous circumpolar currents and wind
which are due to the Earth's rotation and circulate around the South pole or Antarctica -
causing unusually cold and windy conditions especially when there
are Southern winds straight from Antarctica.

It's no place for an old man and of course not ideal for a dog with a tropical coat.
