It would require one being prepared to wait out the turn around and of course they could go down further in the meantime. Any ideas?

Here is a list of the currently paying the best dividends

They said that the GFC was a once in a lifetime opportunity for anyone brave enough to buy shares when they bottomed out.

The risk of course is that the company goes bust or the whole world economy goes bust (which isn't out of the question)

I bought some Telstra shares when they were at $2.98. I'll see how that goes
