Perhaps some women were self conscious and did wear more coverings than the general fashions of the beach.
I was not one to feel comfortable wearing bikinis as that self conscious teen thing in the 1960s made us feel, especially if well endowed and unlike Twiggy. So I just wore a sleeveless summer beach dress or jeans and t shirt on the beach.

It helped from getting badly sunburnt too as we didn’t have 50 plus blockout then. In fact oil was used to enhance the sun baking more!

Chimeras gran and many other women in that time, may have been very fair skinned and as I seen in many fashion books most females liked to keep their hats, glasses and long sleeved outfits on during summer to protect their skin from burning.
In a way it’s sensible, like nowadays we have anti cancer council long sleeve tops and bathers to cover and protect our skin from getting skin cancer.

But we're talking a out enforcement over freedom of choice.

Yet fashion in Australia now is virtually free of moral and religious constraints and totally dictated by freedom of choice.

You CHOSE not to wear a bikini and that's fine but how would you have felt if wearing one was an offence?

We're becoming more permissive while Islam is becoming more constrained and strictly enforced.

not sure I would want to see any of my family wearing some of the stuff in public........nothing wrong with modesty...I prefer a bit of mystery myself....the way its shoved in your face today..isnt for me.

But I'm assuming you protect their right to dress as they please, particularly at the beach?

Several posters have described head to toe meaning street wear.
My 2 grandmas wore head to toe in 1950s , street wear. Never saw them at Bondi or Coogee. Women were then in effect prevented from having professions.

The US site says sperm can be alive on toilet seats.
