PM tipped to express tariff concerns ‘behind the scenes’ of G7 summit

If one thing’s certain about the G7 summit, it’s that Prime Minister Scott Morrison won’t be publicly throwing China under the bus, a political commentator says.



Labor has urged Mr Morrison to use the summit in the French resort town of Biarritz to highlight how the US trade war with China is hurting Australia.

“Nobody wins from the sort of conflict we’re seeing between the Chinese and the Americans,” shadow treasurer Jim Chalmers told reporters in Brisbane.

Senior politics lecturer at Griffith University Paul Williams said he believes Mr Morrison will not criticise China on the same level as that of Liberal backbencher Andrew Hastie, who recently called out the country’s growing presence in the South Pacific by comparing its rise to that of Nazi Germany.

However, Mr Williams conceded, the meeting will not be without its difficulties.

“It must be hell being in international relations at the moment trying to walk that fine line between trying to stand up to China but trying to still be China’s friend,” Dr Williams told The New Daily.

He tipped Mr Morrison will be using his observer status to point out to global economic powers that Australia’s “been a good friend of liberal democracy too, so don’t forget us”.

“Scott Morrison will be the first to say, and the Coalition will be the first to say, that China has been a very good friend to Australia for the past nearly 50 years and certainly they don’t want to do anything to offend it,” Dr Williams said.

“But friends shouldn’t be taken advantage of – I think that would be the Morrison response.”

Mr Morrison is likely to express “very strong concern about the world falling behind tariff walls again” to global powers in “one-on-one behind the scenes” conversations, Dr Williams said.

Australia’s chance to create change
The G7 leaders’ meeting, where Mr Morrison is a special invited guest, is an “opportunity for Australia to influence the agenda of world leaders”, he added.

Increasing global headwinds, threats to security and sharpening trade tensions will shape talks.

“All of these developments have implications for our national interests,” the Prime Minister said in a statement on Saturday, as he ended his official visit to Vietnam before heading to France.

“This forum will be an important opportunity to listen and to put forward Australia’s views on these global challenges.”

Mr Morrison will take part in two special sessions of the forum on Monday but will seize the opportunity of being in the same place as the leaders of these countries and other special invitees to hold several one-on-one talks.

In particular, he plans to use meetings with European leaders to highlight the importance of a commercially meaningful Australia-European Union free trade agreement.

Trade Minister Simon Birmingham recently released a list of names of 172 foods and 236 spirits the European Union wants protected under a trade deal, including the cheeses feta, gruyere and gorgonzola, and grappa and ouzo.

Mr Morrison will also discuss a planned post-Brexit trade agreement with UK Prime Minister Boris Johnson.

He is also expected to hold bilateral talks with French President Emmanuel Macron and Indian Prime Minister Narendra Modi.

One topic added to the G7 agenda at the last minute is the wildfires raging in Brazil’s Amazon rainforest, with Mr Macron describing it as an “international crisis” and the US Trump administration expressing its deep concern.

Mr Morrison will take the opportunity while in Biarritz to work with leaders and industry representatives who share his commitment to tackling terrorist and extremist exploitation of the internet.

“I am keen to build on the progress made on this issue at the recent G20 meeting in Osaka – progress driven by Australia on the world stage,” he said.

Scott Morrison taken by surprise by last-minute Iranian cameo at G7

Biarritz: Prime Minister Scott Morrison was taken by surprise by a last-minute visit of the Iranian foreign minister to the G7 summit in France, which shook up the first full day of meetings between seven of the world’s most powerful leaders.

Mohammad Javad Zarif flew in for unscheduled side talks at the summit at the French coastal resort of Biarritz on Sunday as French President Emmanuel Macron tried – and apparently failed - to engineer an easing of tensions between Tehran and Washington.

Last week Australia announced it would join a US-led coalition protecting oil tankers and cargo ships from attack by Iran in the Strait of Hormuz, providing surveillance aircraft and a navy frigate, as well as specialist personnel to join the mission’s Bahrain headquarters.

On Sunday Morrison said he stressed in meetings with German chancellor Angela Merkel and Japan’s Shinzo Abe that Australia’s role did not mean it was backing out of its support for the Iran nuclear deal, which the US abandoned in favour of a "maximum pressure" policy against the Middle Eastern state.


"It’s about simply ensuring that there can be free passage of shipping through that important part of the world which directly impacts on Australia’s oil requirements," Morrison said.

He said there was "no concern at all" about the move from Germany or Japan and they had a "great respect" for Australia’s "well-targeted" policy.

Zarif met Macron and his foreign minister across the road from the G7 meeting venue, and Zarif said he had also briefed British and German officials, but the delegation flew out again without meeting leaders from the other countries present including the US, UK or Japan.

Zarif tweeted "Road ahead is difficult. But worth trying."


On Saturday night Macron had failed to get G7 leaders to agree he should act as a go-between to help dial down tensions in the Gulf, though everyone agreed they were "deeply attached to stability and peace in the region", Macron said.

Trump’s only comment about the Iranian's visit was "no comment". He supported other countries reaching out to Iran but "we’ll do our own outreach", he said, adding "you can’t stop people from talking".

Morrison said he had not had any contact with Macron during the visit so far and "wasn’t aware" of the Iranian visit in advance. Asked if he thought Macron’s gambit was provocative he said he "hadn’t really reflected on it" and his government had "already had engagement with the government of Iran" in relation to Australia’s increased military presence.

Morrison had a 20 minute meeting with Trump and his close advisers including National Security adviser John Bolton and senior adviser Jared Kushner on Sunday. They discussed trade and the global economy, as well as the Gulf, North Korea and Hong Kong.

Morrison said he had expressed hope the US and China would resolve their escalating trade war which was having a broader impact on the global economy, but he declined to pick a side saying "it’s for both of those countries to sort those issues out and come to an agreement".

Morrison was due to meet all G7 leaders at a dinner on Sunday night. His wife Jenny had joined the spouses of Trump, Macron, Abe and EU president Donald Tusk in a trip to a French village where they sampled chilli-flavoured Sangria and Jenny Morrison eyed off a pair of striped espadrilles.

It was a day of mixed messages from Trump, who appeared at first to back away from his latest threats to escalate the trade war with China.

Asked if he had second thoughts on an announcement to further increase tariffs against China he replied "yeah sure, why not, might as well, I have second thoughts about everything".

But hours later the White House press secretary said his second thoughts were that "he regrets not raising the tariffs higher".
