Yes it is illegal. But it is censorship because censorship sets the boundaries beyond which you shouldn't go. However it does not stop people going beyond those boundaries.

Poor petal. Just doesn't comprehend. I already said that it wasn't protected free speech. Censorship laws provide the boundaries between protected free speech and free speech. You can say and print what you like, even if it is illegal, but then you are liable to all and any ramifications.
