Also, "Before leaving a building, look out first and make an assessment of the surroundings to avoid getting into an unwanted situation... keep away from people who are considered potentially threatening or dangerous and increase the distance if there are no other people nearby"......

your OP claimed the police said there are 'no go' zones. The police claim they never said that. The claim was traced back to a reporter who admitted he made it up.

So in answer to your question, I believe the actual police.

German Interior Minister Horst Seehofer has announced the government will be cracking down on Syrians with asylum status who go on holiday back to Syria.

“We have to deprive them of their refugee status,” Seehofer added and said that the Interior Ministry was monitoring any such activity from Syrians with refugee status living in Germany.

He also said that the government was watching the situation inside Syria closely and said, “If the situation permits, we will carry out repatriations.”

The revelations of asylum seekers and refugees making holidays in their home countries — where they allegedly fled persecution — are not a new development. As early as January of 2017 it was shown that asylum seekers in Switzerland were using welfare cash to go on vacations to Eritrea, despite claiming they risked death if they were ever sent back to the country.

The journalist said she was prompted to come forwards with what she’d learnt after noticing speaking to her officers told a very different and unvarnished account of Germany after official interviews had finished and the cameras stopped rolling. Having given the official line their jobs may depend on to be taped, afterward they related what she called “stories of fear and anger, violence, loss of control, and failed migration policies, and the feeling among law enforcement officers of often being abandoned by politics and society.”

I think I would be legally entitled, regardless of what the law says. Then again, there would be probably a lot of citizens who would nod their approval of my actions.
