New Zealand PM Jacinda Ardern announces royal commission into Christchurch shootings



New Zealand Prime Minister Jacinda Ardern has announced a royal commission into the events leading up to the deadly Christchurch terror attack that killed 50 people earlier this month.
Key points:

    Ms Ardern says the commission will look at whether the shooter was an individual "we could or should have known about"
    She says it will be "independent" and "timely"
    Last week, she announced a ban on military-style semi-automatic weapons and assault rifles in New Zealand

Speaking 10 days after two mosques were targeted in a mass shooting, Ms Ardern said the commission would look at "the events leading up to the attack, rather than the response".

"While New Zealanders and Muslim communities around the world are both grieving and showing compassion for one another, they are also quite rightly asking questions on how this terror attack was able to happen here," she said.

"This includes questions around the accessibility of semi-automatic weapons, the role social media has played generally and the focus of the intelligence and security services.

    "In short, the inquiry will look at what could have or should have been done to prevent the attack."

Ms Ardern said the agencies welcomed the "independent oversight and investigation", but said the main focus would be on whether more could have been done to identify and stop the perpetrator ahead of time.

"It is important that no stone is left unturned to get to the bottom of how this act of terrorism occurred and what, if any, opportunities we had to stop it," she said.

"Are our surveillance laws too soft? One question we need to answer is whether or not we could or should have known more.

"New Zealand is not a surveillance state. But questions need to be answered around whether or not this was the activity of an individual that we could or should have known about.

Ms Ardern said she could not give a timeline on when the commission's findings might be expected, but did say she was aware that "people want answers".

Department of Home Affairs Secretary Michael Pezzullo has issued a warning to Australia’s “white supremacists” that “You are on our radar and you will not be able to incite the racial strife that you seek” adding “The scrutiny and pressure you are under will only intensify.”

Pezzullo gave this warning when appearing before a Senate inquiry at Parliament House. Furthermore, he told Senators his department which oversees the AFP and ASIO that it was “rededicating itself to standing resolutely against the extremist ideology of white supremacy and its adherence”.

Pezzullo had come under criticism for not mentioning home-grown right-wing extremists in his “gathering storms” speech about threats to Australia’s national security just two days before the Christchurch mosque shooting.

Pezzullo said post-Christchurch “The department has since been working ceaselessly with our colleagues in ASIO, the AFP and other agencies to assist our New Zealand comrades, with the investigation into this unspeakable act and with other elements of the New Zealand government’s response”.

Also under scrutiny at the hearing was the fact that Richard Howard a staffer for Senator Fraser Anning is also a Home Affairs Department employee currently on leave. Howard was accused by Fairfax and One Nation leader Pauline Hanson of writing in the “final solution” phrase in Anning’s maiden speech.

Pezzullo said he would investigate Howard’s employment with the department but said those with extremist views were not welcome in his department “Any association with groups that vilify minorities, that either normalize or incentivize violence is completely abhorrent”.

Pezzullo’s warnings comes as there is growing pressure coming from the media, leftist commentators and academics that governments and law enforcement aren’t doing enough to combat “far-right extremism” in Australia post-Christchurch. There was much horror expressed recently that the New South Wales “Bias Crime Unit” which investigates hate crimes only has one officer assigned.

The alleged gunman who authorities said killed 50 worshippers and wounded dozens more at two mosques in New Zealand apparently took target practice at a gun range that a military veteran claimed he reported to police after overhearing members speaking of "zombie apocalypses" and "homicidal fantasies."

Police confirmed Monday that they are investigating Brenton Tarrant's connection to the Bruce Rifle Club and gun range in Milton, New Zealand, more than 400 miles south of Christchurch, where he allegedly went on a shooting rampage on Friday.

Investigators believe Tarrant took target practice at the club in the days leading up to the attack.

Pete Breidahl, a former New Zealand military machine gunner, posted a video on Facebook in the aftermath of the shootings claiming he asked police in the nearby town of Dunedin to investigate the rifle club based on troubling things he witnessed and overheard.

He said he saw members taking target practice using guns with 30-bullet magazines, talking about "zombie apocalypses, rifles for combat when they're overweight and ... useless" and discussing "homicidal fantasies."

Breidahl told the New York Times that he reported the club to police in 2017, shortly after visiting the club for the first time. He told the newspaper he was concerned about the mental stability of the club's members and the way they handled guns.

"They wore cammo around the range, like they were living some military base fantasy," Breidahl said.

He told The Times that he contacted police following the Christchurch massacre and says he is scheduled to meet with investigators on Tuesday.

"I went there for one shoot and was so ... horrified by what I saw. That was it for me," Breidhal said in his video.

"That ... made me concerned enough about the safety of people to go to a ... police officer, the arms officer, and say, 'You've got to do something about the Bruce Rifle Club, those people are not ... right," Breidahl said.

Bruce Rifle Club's vice president Scott Williams would only confirm to the RNZ Radio Network, New Zealand's public-service radio broadcaster, that Tarrant became a member of the club last year. He said Tarrant never did anything at the club that raised suspicions.

Williams told RNZ Radio that club members were shocked and stunned by the killing rampage and are cooperating with police.

'Betrayed': Rifle club closes in wake of terror attack

A South Otago rifle club left in shock after learning the alleged mosque terror gunman was a member has closed its range for the "foreseeable future" and may never open it again.

This comes as the Otago Daily Times was told by a source that police were investigating claims made about the club by Pete Breidahl, who says he raised concerns with police about the club after visiting it in late 2017.

    Club, community shocked by revelations

It was revealed after Friday's attack that Brenton Tarrant was a member of the Bruce Rifle Club, and practised shooting an AR-15 and a hunting rifle at its range near Milburn.

Bruce Rifle Club vice-president Scott Williams said in the wake of Friday's terror attack: "We have closed the rifle range for the foreseeable future."

Asked if the range would ever reopen, he said: "We don't know at this stage".

He was also unsure if the club would remain going.

He said club members were dealing with grief over what had happened.
