The price of liberty from random death is eternal vigilance, and even the best intelligence network can only provide a calculated appraisal of any given situation... not a 100% positive input ... if sometimes the silly rantings of fifteen years olds about wanting to kill someone outside police HQ are not considered valid - that is a bad move, but as Tony said - sometimes sh1t happens.... same as when some silly group playing at jihad are scooped up and sent downriver for a spell....

As I said - no intelligence network can offer 100% certainty - only possibilities and probabilities on a graduated scale of certainty/uncertainty.
