Correct.

It only applies to asylum seekers and refugees who are currently on Nauru and Manus Island.

"The law, if ultimately passed, applies only to those currently in Nauru or on Manus Island."

"These procedures are only applicable to asylum seekers and refugees who are on Nauru and Manus Island currently.

"The law will not apply to anyone who comes after the passage of this bill."

If they need medical attention that they cannot get where they are (off shore) then (after the process plays out) they are delivered here to get that treatment....and after getting it, I assume they go back into detention as per existing policy.

Of course, there will be gamers.
