Whats the best way to start up the boats?

Take an insignificant passing of a bill that only affects existing detainees - and shout from the rooftops that this is such a great opportunity for people who might arrive by boat.

The cynicial and totally irresponsible opportunism of the government over this bill - putting our border security directly at risk - is shocking and despicable.

If boats do start up again, it will be because Morrison, not Shorten, laid out the welcome mat.

However the Coalition have Dutton who would rather see refugees die in detention than allow any to set foot in Australia....The Coalition hold the threat of death in detention if any asylum seekers attempt to ask Australia for help....Much better to kill a few innocent people in detention than send a message Australia is in any way compassionate or caring about anyone who seeks asylum whilst the Coalition are in charge....Strong border are more important than caring for innocent people???

Your link is to a paywalled Fin Review article, NOT the Act. There is NOTHING in the explanatory notes accompanying the Act to indicate that this amendment of the Migration ACt 1958 will not apply to future arrivals.

Its been reported all over the news that Bill Shorten inserted an extra ammendment to ensure that only existing detainees qualify. Not even the government is denying this, which they surely would if it really wasn't true. In fact Morrisson tried to dismiss it as a "nuance"

Only the crackpot of conspiracy theorists would believe that the Shorten ammendment that all the media have been reporting on - doesn't actually exist.
