NIMBYism is alive and well.

Its not in my backyard, I just don't like the concept of damage of a fragile environment just cause people need water. Learn to be more efficient,

That's true -
we should have had a North/South pipeline to bring all the
enormous quantity of rain water that is wasted in
the North of our country to the dry south.

No Govt. has ever promised it but it's been talked about for 100 years.
