Putin's Chef in retaliation for his embarrassing lack of judgment in sending Wagner mercenaries and Russian troops across the Euphrates demarcation line trying to take control of the Coneco oil and gas field. They got their butts well and truly kicked by a handful of American troops working with Syrian Democratic Forces and suffered many losses.

Very embarrassing for the Russians. Retaliation. Lame but all they have.
