Private Health Insurance Is A Con
Jan 31st, 2018 at 5:50am

Private health insurance is too expensive and excludes too much, Bill Shorten argues

ABC News
January 31 2018

Private health insurance is turning into a con, Labor leader Bill Shorten has declared, attacking the big funds for "aggressively" lifting their premiums each year.   Sad
Key points:

Bill Shorten uses National Press Club speech to highlight the rising cost of private health insurance.
Mr Shorten has not ruled out that a Labor government would wind back or cut the $6 billion government subsidy for private health cover.
Health Minister Greg Hunt seizes on the speech as evidence Labor would dismantle the private health system.

Mr Shorten also criticised insurers for excluding more conditions and treatments from their policies.

He said "massive" increases were not being matched by higher wages, which was making Australians feel as though they were left behind.   Sad

"Prices are up, profits are up, quality and value down. Australians are paying a lot more for their health insurance policies and getting a lot less," Mr Shorten said in an address to the National Press Club today.

He argued that a decade ago less than 9 per cent of private health insurance policies contained exclusions, but said that figure had risen to 40 per cent.

"These exclusions, often hidden in the fine print, mean that people are paying for insurance without being covered," he said.

"It is turning health insurance into a con."
What it means for you

If you're in your 20s and tossing up whether or not to buy private health insurance, take a look at what the proposed shake-up could do for you.

Mr Shorten gave examples of people seeing the doctor for knee replacements, hysterectomy or cataract removal surgery and discovering those procedures were not covered by a policy costing them more than $4,000.

The Opposition Leader said the cost had gone up by $1,000 since the Coalition Government was elected in 2013.   Sad

He said there were a number of options to deal with the problem, putting the big health insurers "on notice" over the $6 billion subsidy they receive each year to provide private cover.

Mr Shorten did not give a direct answer when pressed on whether a Labor government would scrap the private health rebate.

He said fees had increased too much and argued for better monitoring of the number of conditions excluded from policies.
Is health insurance worth it?

If you're about to hit your 30s and you haven't yet got private health insurance, the time to decide is now.

Health Minister Greg Hunt seized on Mr Shorten's refusal to rule out abolishing the private health insurance rebate.

Mr Hunt said private health insurance would be too expensive for some of the 13 million Australians with private health insurance if the rebate was scrapped.

He accused Mr Shorten of having a plan to "dismantle" the private health system.

The Labor leader's criticism of the health funds was aimed at big insurers rather than the not-for-profit funds.

"I am talking about an industry that raked in $1.8 billion in profit before tax last year," he said.

Mr Shorten said some of the biggest health funds had a return on equity of more than 20 per cent.

"This is an industry that is receiving about $6 billion over and above the legal capital requirement, and they are receiving $6 billion in taxpayer-funded subsidies each year," he said.

"Yet despite having a stack of cash in the bank, profits in the billions and government support, the private health insurers keep aggressively increasing their premiums each year.   Sad

More Gloom and Doom from the tedious BlackDay who is parroting the ABC this time and pumping the absolute lying rubbish that spewed out of Bull S.'s speech.

You should have heard the legendary Alan Jones rip silly Shorty to shreds this morning on 2GB - the Lefties inspiration.

$6 billion a year in subsidies, $1.8 billion a year in profits.

That's a pretty clear case for cutting the subsidy right there. If they are making good money, they don't need subsidies.

Can you find us a graph of premium costs over the last 20 years?

Irrelevant.

The PHI industry is making fat profits and doesn't need such a generous taxpayer subsidy. Subsidies distort the market. And why should we even have this wealthfare?

Shorten is right to put them on notice. Change is needed.

The ideal policy would be to scrap the PHI subsidy, scrap the income tax surcharge for high income earners without PHI, abolish the health minister's control over premiums and let the market take control. The savings can be used to increase Medicare rebates or introduce bulk billing for basic dental procedures.

I doubt Shorten would go that far, but with the Federal Budget out of control, cuts to the PHI are certainly justified. I'm expecting Bowen's Budget next year to cut the rebate to 25%. The Coalition have wrecked the Budget, spending cuts like this will be needed.

WhiteKnight seems to have no trouble finding at least one issue per day
that proves the Libbos only govern for their rich mates
and not for all of the people of Australia.

Bill Shorten's private health insurance war the sign of a desperate man
by Joe Aston Feb 7 2018 at 12:15 AM Updated Feb 7 2018 at 12:15 AM

Bill Shorten told Nine last week that PHIs "are making 25 per cent profits" – which is just wrong.

It's been a long summer for Labor Liability Bill Shorten, who in 8 weeks seems to have run the full gamut of Queen's greatest hits, from I Want it All to Under Pressure.

Though he sequenced his own set list when he "guaranteed" in "rolled gold" that no Labor MPs or senators held dual citizenship. "We have a very good vetting procedure and no one has been able to say otherwise, full stop." With Batman MP David Feeney's resignation on Friday and Longman MP Susan Lamb's all but inevitable exit by Parliament's rise on Thursday, his period looks more like a semi-colon or an en dash.

As Shorten well knew when he fronted the National Press Club last Wednesday, precociously seeking to define the year's political narrative – it, for the first time in a long time, is slipping from his perceived control. And at the top of his latest laundry list of national enemies of state were private health insurers, whose executives rank on the public confidence index somewhere between former AWU secretaries and current gossip columnists.

"For years, PHI premiums have been rising at triple the rate of inflation, way above the pace of wages," the alternative PM claimed, fittingly butchering each and every dental fricative. Australians are "paying some of the highest out-of-pocket costs in the OECD. I'm not talking about the small operators in this industry or the not-for-profits [but] an industry that raked in $1.8 billion in profit before tax last year [despite] holding about $6 billion over and above the legal capital requirement – and receiving $6 billion in taxpayer-funded subsidies, each year."

Rival perspectives
...
Shorten's old cabinet colleague Nicola Roxon now heads up Bupa, and hasn't said a thing all week. Penny Bradfield

Where to start? There will always be rival perspectives from labour and capital, though bear in mind the former's retirement savings is tied to the latter's performance. But rises in PHI premiums aren't driven by output avarice, but by input cost. And to call the Commonwealth's private health insurance rebate a "subsidy" is absurd. Labor just made it official: for investors, it's barely adequate danger money.

Shorten told Nine last week that PHIs "are making 25% profits" – which is just wrong (though why would we expect a former director of AustralianSuper with fiduciary duties over the nation's largest retirement fund to know the difference between a profit margin and a return on equity?) Over nine years, consumers' premiums have risen by 89.2% as money paid by their insurers on their claims has risen by 91%. Over five years, premiums are up 37.9 per cent against payouts of 38.4%. The insurers' collective profit margins have fluctuated moderately from 4.3% in FY08, to% in FY11 to 5.1% in FY17. As opposed to publicly listed private hospital operators Healthscope and Ramsay, whose margins have steadily grown from 15% in FY11 to 18 and 17% in FY17 collectively (bear in mind their vastly larger fixed-asset bases skew these figures in comparison with the capital-light insurers).

The point being: we don't pay through the nose for healthcare because of insurer greed, but because of the ineffectual, labyrinthine system they must insure us against. But take out these private balusters and imagine where our Medicare levy – whose annual collection disappears into the nation's greatest ever sinkhole – will have to get to keep Canberra solvent.

Small mutuals
And while Shorten claims "this isn't about the small operators" but about "the big end, the big multinationals", it is those small mutuals, which can't raise capital on public markets, hoarding most of those $6 billion dollars for a bad year, while out of 37 PHIs operating in Australia, only one of them is international, Britain's Bupa – more than a third of whose revenue and profit is generated here and whose chairman is Shorten's former cabinet colleague and Labor health minister Nicola Roxon (has she lost her voice in the past week? An allergy to easy money, perhaps?).

...
Shadow health minister Catherine King behind her boss. Alex Ellinghausen
Shorten's health spokesperson Catherine King assured these smaller operators in person on Friday that Shorten's speech was not a precursor to punitive policy proposals. Yet by Saturday she was telling PHI bosses about Bill's announcement coming Sunday: a two-year cap on PHI premiums to 2%. Hilariously, the share prices of the only two listed PHIs, nib (run by Mark Fitzgibbon, the brother of shadow cabinet member Joel Fitzgibbon) and Medibank Private, rose on Monday (since corrected by the global and local sell-down). Shadow cabinet certainly did not meet between King's meetings on Friday and Shorten's "announceable" on Sunday. And then on Monday we had Newspoll.

The thing I object to with PHI is the fact that the tax payer subsidises it with a payment of 30% towards its cost and yet the people who receive it then can elect to go to hospital as a public patient. (Because PHI does cover all costs)

This should not be allowed if you have PHI the PHI company should have to pay for the hospitalisation (or at least contribute towards it up to their maximum cover)

In other words why are we subsidising PHI if it isnt used for its intended purpose!
