Is it not just semantics to say that the above story only counts as shenanigans rather than being accounted for as potential real loss toward legitimate gain?

If the biggest of investments for most is being underwritten on false premises shouldn't that be represented as the true risk it is to legitimate economics, ... just the same as under the counter trade is deemed?
