Yes he did, but that is not the claims made by the likes of Light. He's claiming that Mueller wasn't investigating Trump, but was,

I was going to give you the benefit of the doubt that you'd simply misunderstood the comment I was referring to from Light given he spews such gargantuan amounts of bullshit on a nearly hourly basis around here, but your "mentally challenged" makes me question that choice.
But even the claims that "Trump didn't obstruct justice" aren't supported by the summary.
It states,
"The Special Counsel therefore did not draw a conclusion - one way or the other – as to whether the examined conduct constituted obstruction. Instead, for each of the relevant actions investigated, the report sets out evidence on both sides of the question and leaves unresolved what the Special Counsel views as “difficult issues” of law and fact concerning whether the President's actions and intent could be viewed as obstruction. The Special Counsel states that “while this report does not conclude that the President committed a crime, it also does not exonerate him."

And let's not forget, Barr was hand-picked by Trump to protect him from the Mueller report. He wrote a summary, of the summary, submit by Mueller.
He has then taken it upon himself without yet, by his own admission, finishing the analysis of the full Mueller report, to declare in his opinion as AG, that there was no Obstruction by Trump.
Again, this is his judgement, the judgement he was hand-picked to make, which he has made without finishing his analysis of the evidence provided to him, not that of Mueller or his report.
Can you see the problem with this? Can you imagine if this was Clinton and her emails how you'd feel?
Let's say the Republicans investigated Hillary, delivered a report about her emails to Obama's AG. His AG then wrote a summary of the report stating he'd not finished analyising all the evidence but had already concluded Clinton did nothing wrong and was innocent of everything.
You'd be having kittens.
Mueller's full report will contain far more information that we currently know, especially given how the Trumptards are being instructed to attack Mueller again personally with more conspiracies, just like Light is doing.
So the claims Light is making, they are in fact based on a foundation of speculation, lies and opinion that as usual, he's trying to bolster with conspiracy and then claiming it's all fact.
That is unless of course, he has a full copy of the Mueller report?
