You cannot blame the police as if they had prior knowledge. The difficulty for British law (and other Western systems) is that they have developed under a general assumption that people grow up with a sense of right, wrong and fairness. The laws interpret that sense of fairness, they don't establish it, and that is a cultural trait we should be proud of. Consequently, there is no provision for criminals who take advantage of this form of legislative philosophy and wait to find opportunities to demonstrate the fact that they do not share our sense of fairness.
There are those who will claim that all murderers and violent attackers are simply sociopaths that can be dealt with under existing laws. That is clearly and evidently not realistic. The best legislation to date are the anti-hate speech laws, but under our present philosophy, that is far as we can go to defend ourselves.
The laws of Britain, and indeed all civilised countries, must be brought in line with new reality that under the guise of economic immigration, the West has been infiltrated by those who would overthrow Western law, and where that is not possible, to simply kill people. This is a fact that liberal/progressive thought will not face up to. This means the liberal/progress philosophy is a failure.
The reason British police do not carry firearms on a normal daily basis, is because the country has enjoyed a long period of without serious civil strife. This last chapter of PaxBritannia can be studied at leisure elsewhere, but that era is over, and it is time for laws, that will seem harsh to some, but must address the actual cause that inspires these attacks that we have been watching over the last twenty years.
