Not really. It is ambiguous in writing, which is not terrific for a media spokesman but its hus first day, so i think a reasonable person woild firgive a musplaced comma. He did speak it, not write it so its quitr understandable. A reasonable person can see the intended meaning and doesnt sweat it.
