Who are we talking about?

voted for" - okay, you're talking about people who actually voted. No ambiguity there.
"
neither" - okay, so not Trump and not Clinton. Again, no ambiguity.
So, you're talking about people who voted for Stein, Johnson,
et al. as well as people who voted informally.
The total number of people who voted (which is the limited group you've described) is 137 million.
The total number of people who voted for Trump and Clinton is 129 million.
My maths makes that 8 million who voted for neither.
Looks like you got this one wrong.
