First of all, not all agencies are backing up the "report", whose details are not being declassified for review, and which is based on attribution rather than evidence.  In fact, many intelligence community figures have questioned not only the timing, but the veracity of the report.

so which ones aren't supporting the reports?

One of them that supported the report said it wasn't certain only extremely likely.

One of them that supported the report said it wasn't certain only extremely likely.

What they have, is theories based on attribution, rather than evidence.  It's the level of veracity the CIA deems acceptable for their "factfinding".  The DNC didn't give the FBI access to the server to do a proper examination of it, so any proper forensics were impossible.  What we have is based on attribution and assumptions.
A line of code which resembles another line of code which was used in other places.  The problem with lines of code, is they can be used by anyone.
The appearance that someone used a Cyrillic keyboard. Problem is, the Cyrillic script writing system is an alphabet developed in the 9th century in Bulgaria, and used in the Slavic national languages of Belarusian, Bulgarian, Russian, Rusyn, Bosnian, Serbian, Macedonian, and Ukrainian, and in the non-Slavic languages of Moldovan, Kazakh, Uzbek, Kyrgyz, Tajik, Tuvan, and Mongolian. It also was used in past languages of Eastern Europe, the Caucasus, and Siberia.  Since the accession of Bulgaria to the European Union on 1 January 2007, Cyrillic became the third official alphabet of the European Union, following the Latin and Greek alphabets.  That's a lot of possibilities...

Then, 367 IPs of the 876 IPs given in the report, or 42 percent, are Tor exit nodes which anyone can use.
Of the rest, 30 are in the US and 40 are in the PRC. A number of them are in Israel. Furthermore, the report indicates WINDOWS servers were used by the hackers.
Huh
What self-respecting Russian hacker is going to use a Windows server, when the Russian government got rid of their Windows servers long ago, deeming them a security risk?

The report was based on guesses, and not estimates. The same kind of guesses that got us into a war in Iraq, and look how we're still dealing with the crap fallout from that...

It's entirely possible Russians -- with or without their Government's orders -- were involved.  However, there is no evidence yet that firmly establishes that to be the truth.  Furthermore, the CIA, DHS and NSA have fudged numbers and "facts" in the past, and we've been far too willing to go to war with the lies in hand.
Caution.

"I think it was Russia," Trump said.

but Trump refused to answer whether Trump campaign officials met secretly with the Russians.

Trump Addresses Russia, Ethics Concerns in Wide-Ranging Press Conference
by CARRIE DANN

Trump's remarks come just one day after CNN and other outlets, including NBC News, reported that briefing materials prepared for President-elect Trump included unverified reports that Russia has compromising information on him. Hours later, Buzzfeed published an unverified dossier claiming to detail Russia's efforts to cultivate Trump -- including by direct interactions with Trump surrogates -- and to collect compromising information about him. The document has not been authenticated by Buzzfeed, NBC News or any other media outlet. Trump's team and a Russian spokesperson have vehemently denied the accusations.

Before Trump even took the stage, incoming White House press secretary Sean Spicer and Vice President-elect Mike Pence both denounced Buzzfeed's report from the podium as false and irresponsible.

Spicer called both the Buzzfeed and CNN reports a "sad and pathetic attempt to get clicks," noting that Buzzfeed's own report had acknowledged errors in the unsubstantiated document.

Have Spicer and Pence denounced Trump's lie that Obama's birth certificate is fake? Did they mention Trump's pathetic attempt to get media attention over Obama's birth certificate?

BuzzFeed Defends Publishing Unverified Allegations About Donald Trump’s Russia Ties
Other news organizations declined to run the explosive claims that had been circulating for months.

NEW YORK ― BuzzFeed editor-in-chief Ben Smith on Tuesday defended publishing a 35-page dossier of unverified allegations Russian spies are said to have collected about Donald Trump, saying the website wanted to be transparent and “share what we have with our readers.”

“Publishing this document was not an easy or simple call, and people of good will may disagree with our choice,” Smith wrote in a memo to his staff. “But publishing this dossier reflects how we see the job of reporters in 2017.”

Major news organizations, including some that had the information since fall, haven’t published the unsubstantiated claims. The dossier is said to have included allegations that Russian intelligence has long cultivated Trump, that members of his inner circle received intelligence from the Kremlin, and that the president-elect participated in “perverted sexual acts” in Russia.

CNN drew attention to the allegations Tuesday when it reported how four top U.S. intelligence officials presented President Barack Obama and Trump with a two-page synopsis of the dossier. A former British intelligence operative reportedly compiled the research, which was first commissioned by anti-Trump Republicans and later by Democrats.

The decision by top U.S. intelligence agencies to notify the president and president-elect about these claims was clearly newsworthy, even if they remain unconfirmed. CNN acknowledged having reviewed the 35-page compilation of memos, but didn’t publish details because the allegations had “not been independently corroborated.”

When BuzzFeed published the dossier hours later, it noted that the allegations were “unverified” and that the document contained errors. In a memo after publication, Smith cited BuzzFeed’s own story giving “serious reason to doubt the allegations” and said the site was still investigating specific claims.

“Our presumption is to be transparent in our journalism and to share what we have with our readers,” Smith wrote. “We have always erred on the side of publishing. In this case, the document was in wide circulation at the highest levels of American government and media. It seems to lie behind a set of vague allegations from the Senate Majority Leader to the director of the FBI and a report that intelligence agencies have delivered to the president and president-elect.”

Former Senate Democratic Leader Harry Reid (D-Nev.) apparently referenced the dossier when writing in an October letter to FBI Director James Comey that “it has become clear that you possess explosive information about close ties and coordination between Donald Trump, his top advisors, and the Russian government.”

I don't know about Trump, just going to watch and wait.  To my knowledge, he's not as vile a sociopath as Clinton, so even though he's not my choice, he's not the worst possible outcome of the election.
Worst case scenario, there's Pence, and a few more years to better organize a third party to keep the sleazy entrenched politicians out of power.

Trump's karma is catching up with him now and will continue to as time goes by. The GOP will be reaping that as well.

Trump has more money then he could ever spend.
He could just do what a lot of rich guys do and go and selfishly spend it and "pleasure himself".

But he didnt.
With a sense of contribution , he has manned up, crawled thru the mud, to give something back.

Not for the cry baby democrats, but for the good hard working middle class people who have been so betrayed by the cry baby and self centred democrats.

if there is such a thing as karma, then trump may evolve into some sort of God like being.

he is already an alpha amongst alphas, a winner amongst winner, a contributor amongst contributors.

he has already accomplshed more then the entire 60 million people who voted against him.
What have they accomplished.  the ability to be sooky cry babies. their karma is to remain forever, emotionally retarded bitter chodes

I think maybe you need to go back and read up on 2008.  Trump didn't start anything with the birther crap.  In fact, it was started by the Clinton campaign when she was running against Obama.
