It depends at what level of being able to construct a sentence, we consider a person to be exhibiting nutty tendencies. It is clear, to me anyway, that Trump starts out with no idea what he wants to say. He just blathers until it sounds like he has broached the subject, but then he goes off on a tangent, and then he goes of on a tangent from the tangent. He has verbal diarrhea.

That is way too kind...one thing about it..there wont be one boring minute..they are going to have too impeach him sooner rather than later..he is in for a rocky ride..he has many enemies out there and that won't serve him well...he will end up letting everyone down, especially those who voted for him out of desperation thinking he MIGHT create a job for them, they will be burnnned.. he will fail massively and quickly.
