In essence, last July Congress passed a law giving the President an "off switch" which will allow him to cut federal law enforcement grants to cities which defy federal policy mandating they hand over criminal illegal aliens for deportation. They can also demand a refund of the last 10 years' fed funds. The mayors can be jailed as well.

Check-mate.

Just as an aside, sanctuary or refuge cities, is a concept that comes straight out of Old Testament law.

In Old Testament law, the refuge city was    NOT    to be a place where a guilty person could escape judgement.

The refuge city was simply a place where an accused person [who may have innocently been 'responsible' for the death of another person] could flee to safety [to escape 'hot' revenge], prior to lawful judgement.
