Eisenhower's warning was Presidential inability to constrain the military... He never had any fear that they would not make war on his command... His experience was that they would not make peace on his command.

always gets things the wrong way around. The Chief is the only one with his finger on the first button. If anyone can turn JFK talking his war cabinet out of nuking Cuba into JFK being talked
out of nuking Cuba, Rhino's your man.
JFK's joint chiefs of staff were a select few at the time who were ready and willing to use nukes. Curtis LeMay had, after all, given the order to nuke Hiroshima and Nagasaki only 17 years before serving JFK. Keeping the chiefs in line was the most important thing JFK ever did. It could not have been easy for a young ex-WWII naval officer, but JFK really did save the world.
It remains to be seen whether Trump will destroy it.
