Personally speaking, the sight of a woman breast feeding, does not induce in me the same reaction as the provocative use a nice pair. My immediate response is mother and child's defense.

I knew an Aussie woman who was married to an Italian, and one day she sat next to me in the bus while smiling and laughing to herself. Apparently a couple of Italian road workers nearby had whistled at her while she had been waiting for the bus. The thing that struck me was how excited she was to attract this sort of crude attention from them. She was tripping-out on it, shifting in her seat and off-with-the-pixies in her own fantasy world about it.

I think you would find that if they went further than wolf whistling at her, her reaction would have been very different.
