It's pretty standard.
Most people wouldn't want to block everyone but select individuals that bother them.

There are only a very few who I would allow into my private chambers. From a purely logical point of view the system here has got it wrong. It's FAR more reasonable to click 'okay' to three or four of the membership than have to spend half-an-hour ticking the "NO" box against a couple of score names.
