You missed the point of unifying them instead of fragmenting them as all past governments have done.

All governments fear a unified Aboriginal society acting as one entity. Their power would be enormous.


I got the point.  Your challenge is how.  You are the minister, you have a bit of paper and some money.  Write down something that can be done rather than a hand wavey "unifying them". 

How?  Practical, not motherhood handwaving vague aspirations.

All Federal and state governments have an interest in fragmenting and isolating Aboriginals in small controllable groups.

Feel free to describe how you would address the problems you perceive, something actionable.  Something not vague handwaving. 
Something you can write down for others to do, that can be budgeted and measured.
