I got the point. Your challenge is how. You are the minister, you have a bit of paper and some money. Write down something that can be done rather than a hand wavey "unifying them".

How? Practical, not motherhood handwaving vague aspirations.

All Federal and state governments have an interest in fragmenting and isolating Aboriginals in small controllable groups.

The government(s) does not want Aboriginals to unite and become a political and social force.
