The only exception is to set up a pool where the altruistic can make donations to the AEC, however they can not determine where the money goes. The money in the pool is then split between all parties on a pro rata basis. That way no one can try to buy favours and the parties don't even know where the money came from.

Agree. If the taxpayer is funding the campaigns, a spending cap on campaigns will also need to be imposed.

sorry if I pinched your idea .. I think you first mentioned the 'pool' once .. I liked it and have run with it ever since.
