Cutting Spending V Cutting Investment

Most conservatives, concerning their created budget emergency, are saying we must not increase revenue, we must cut spending.

Could conservatives clear this up for me ~  what's the difference between cutting spending and cutting investments?

Spending is only an investment if it has a positive return on capital. Otherwise, it is a divestment.

You will find that the statement "Must not increase revenue" means not removing any further funds from the tax payer. Revenue increases sponsored by GDP growth and productivity gains would be fair game.
