Australian rapist
This person is Australian. You lock him/her up. You can't deport him/her after they serve their sentence

Non-Australian rapists
More options. Don't let them in. If they are in - jail them then deport them.

Same principle can be applied to the Syrians in Germany

And how does one assess someone to be a rapist before the crime occurs, exactly?  If non Australian we just assume they are?  You are an nice person, please fck off with your stupidity. It's just too much now.

To label someone a "rapist" they would have committed the crime already

So your question is pretty stupid

For non-Australians background checks are critical. If they cannot be checked - don't let them in. Better be safe than sorry

And to obtain refugee status background checks are done.

really? describe exactly how these checks are done and what information is then obtained.

Perhaps they ask migrant communities which are like villages and know everyones business?

you are telling the story. explain how these checks are done.

I tolllld you already, old people in the community who eavesdrop on everyone are recruited by the police and immigration officers to provide detailed information on everyone in the community.
right. So you are admitting these background checks are useless. So why carry on about them?

not at all, I'm just making fun of you because you can't do a basic Google search.

But one thing I'll say is that of course crimes can go off the record, not all background checks will bring about absolutely every crime.  you will have an error rate, it's unavoidable in all circumstances. The question is whether banning all migration is the right mitigation.
I dont need to do a  google search and neither will a google search detail the process behind the background checks.   Since you are using this as a  key point to your argument then you need to explain how they are done. Simple enough. Explain.

No one asked that question.

Whether one agrees with Merkel or not, it cannot be denied that for all her party's policies, she has gambled everything and the EU's cohesion on one. That kind of all-or-nothing attitude is usually associated those who lack the skills of her calling. Isn't it the Peter Principal where a person rises by competence to finally lodge at a level of their incompetence?

In Australia that's the Abbott principle.

Please don't thank me. Effusive fawning and obeisance of disciples, mendicants, and foot-kissers embarrass me.
