Well it depends in which country but generally, if you're in an airport going through customs or immigration then they can do the search without probable cause. If you're out on the street they must have probable cause with exigent circumstances, and a warrant.

In the U.S.A. (which is pretty much a police state) the law can stop anyone for "RS" (Reasonable Suspicion) alone. And they can search you and detain you.

In other words, commonsense still trumps political correctness in the US. I'm disappointed you're still not allowed to discriminate with passengers at airport terminals when trying to search for hidden bombs and the like. Little Old White ladies are to be searched just the same as an Arab man with a big black beard and a Palestinian terrorist scarf around his neck.

Hopefully Donald with correct these anomalies once he gets behind the desk in the Oval Office.
