I'm outraged over smacking. Decent parents don't do it.

Stupid and irresponsible - yes.

But it doesn't necessarily make him "scum" who should be ripped from his family and thrown in prison - for something that didn't even hurt the kid.

Smacking (aka physical beatings) causes actual pain and trauma to children - but we don't go around screaming that the perpetrators are scum that should be thrown in prison. Well mostly not anyway.
