Parents demonstrating outside a controversial Islamic college in Adelaide have received letters saying their children will be expelled because of their actions.

The parents have been protesting outside the school gates for months about how the school is being run.

Bayan Mohamed, who has three children at the school, said he and fellow protestors had a right to demonstrate.

"We have concerns and issues in regard to how the school is run," Mr Mohamed said.

"The board said there is no issue. There is no concern and they are not ready to meet us.

"So we decided to protest, because this is the only way to voice our concerns and opinion in regard to the school."

He has now received a letter saying his children are at risk of being expelled.

It said: "The college acknowledges the right of all parents to express concerns (whether real or perceived) about the operation of the college ... however, your continued participation in the protests outside the gates of the college go well beyond this right."

The letter said the protests were interrupting the running of the school.

"It is incumbent on all members of the community to respect and support the rights of others, including allowing students and parents to attend and participate in the life of the college without harassment or disruption," it said.

Mr Mohamed said he knew of five other families who had also received letters.

About 20 parents protested outside the school today.

"To show them that there is nothing wrong with what we are doing and we are not going to compromise our rights," Mr Mohamed said.

Parents claim mismanagement is behind protests

Parents have undertaken several protests at the school this year, claiming mismanagement by the school's board had resulted in the sacking of key staff and the decline of academic standards.

It has been condemned by a senior group of SA imams who said the removal of a moderate Muslim teacher was "un-Islamic".

The way they did it [the school] is really shocking. What we have been scared of is happening, it's 'my way or the highway'.

Imams Council of SA said it had been shocked by alleged incidents at the school, which included the expulsion of a 15-year-old student via a text message after he protested a teacher's dismissal.

In a statement at the time, the Islamic school's board chairman Farouk Khan said recent principals had left for various reasons, including retirement or due to personal circumstances.

He said a long-serving teacher had been dismissed because of a serious incident at the school but it could not be outlined for privacy reasons.

Protesting parents who received letters have been asked to attend a meeting to provide reasons why their children should not be expelled.

If not, their children's enrolment will be terminated from the end of term, which is next week.

Mr Mohamed said he was shocked by the letter.

"It's really shocking and it's signed by the principal himself," he said.

"The way they did it [the school] is really shocking. What we have been scared of is happening. It's 'my way or the highway'."

Parents also claim the school has been segregating students by gender, enforcing the wearing of head coverings by non-Muslim staff, and that one teenager student had been forced to get a haircut.

ALEX MANN: These parents have had enough. They have been through four principals in just over three years and the school's finances are in turmoil.

Souraya Serhan says her children's education is suffering.

SOURAYA SERHAN (addressing group): Five of us are going in to hear what they have to say.

ALEX MANN: But the board has a list of parents it refuses to see and Souraya Serhan is on it.

SOURAYA SERHAN (holding up list to group): The banned list. The banned list.

ALEX MANN: The mood quickly shifts and frustrations boil over.

SOURAYA SERHAN (leading chant): What do we want? Board out! When do we want it? Now! What do we want? Board out! When do we want it? Now!

ALEX MANN: They're worried by what they see is a more hard-line Islamic approach and gross financial mismanagement.

Souraya says the only way to fix the school is for the board and the school chairman, Farouk Khan, to go.

CROWD (chanting): We need action! We need action!

SOURAYA SERHAN: Of course I'm angry and of course I'm upset, because this isn't helping the community and this isn't helping the parents and this isn't helping the education of the students either.

ALEX MANN (to Farouk Khan): Do you think these parents have legitimate concerns?

FAROUK KHAN, BOARD CHAIRMAN, ISLAMIC COLLEGE OF SOUTH AUSTRALIA: The ones who are protesting? No, no, no, Alex. They don't have any legitimate concerns.

CROWD (chanting): We are parents!

SOURAYA SERHAN (leading chant): We are parents!

ALEX MANN: This school is just one of eight Islamic schools run by the Australian Federation of Islamic Councils, or AFIC. Those schools receive about $40 million in state and federal funding each year.

In Brisbane and Sydney police have investigated financial irregularities and in Adelaide the school's financial records suggest there has been a massive understatement of Commonwealth grants, with millions not properly accounted for.

CROWD (chanting): We need better education!

ALEX MANN: Kadir Emniyet is one of the four principals sacked by the Adelaide schools board. For the three terms he was there, he was refused access to the school's accounts.

KADIR EMNIYET, EX-PRINCIPAL, ISLAMIC COLLEGE OF S.A.: All the financial side of the school was in Sydney, in the headquarters there. So I didn't see much of the finances and I don't know where the money is spent.

ALEX MANN: He grew concerned as the school's board imposed a more hard-line Islamic approach and a head scarf rule for all female teachers, even non-Muslims.

KADIR EMNIYET: This dress code was removed from the Australian Islamic College of SA. And to reintroduce it by force is not right.

ALEX MANN: Instead, Kadir allowed some women to wear a beanie. He was sacked for opposing the board's intervention.

MUBARAK NOOR, DR., EX-PRINCIPAL, BRISBANE ISLAMIC COLLEGE: The regularities have descended to all AFIC schools and now they're using all the AFIC schools as cash cows.

And this money: we don't know where it's going. Some ends up with AFIC and some in a black hole.

ALEX MANN: Dr Mubarak Noor is determined to get to the bottom of that black hole. He was the principal of the AFIC-run Brisbane Islamic College for a decade. Two months ago he was sacked after accusing the school of falsifying loans worth almost $1 million.

MUBARAK NOOR: So that prompted me to download financial statements of all AFIC schools and go through it school by school. And of all the AFIC schools that I've gone through so far, I think SA stands out.

ALEX MANN: Dr Noor uncovered millions of dollars in financial discrepancies and unexplained loans to AFIC. He was so alarmed that last night he took his findings to police in Adelaide.

MUBARAK NOOR: They said we handle different crimes - theft, murders, rape - but we haven't seen money this big gone missing, you know. So...

ALEX MANN: That matter has now been referred to the fraud squad.

At the Adelaide school, board chairman Farouk Khan seems oblivious to the growing scandal.

FAROUK KHAN (leading school chant in playground): Aussie, Aussie, Aussie!

SCHOOL STUDENTS (chanting): Oi, oi, oi!

FAROUK KHAN: Aussie, Aussie, Aussie!

SCHOOL STUDENTS: Oi, oi, oi!

FAROUK KHAN: Mate, I tell you what: you give me millions of dollars. I love this job and I work with my Islamic community. This is it. That's why I'm here. I'm for them. Because I love them. Yes........
