The Republican Party has been impotent for at least the last eight years because it wants to be as liberal as the Democrats.

Every President can void all executive actions from all previous Presidents and Veto every Bill sent to his desk by Congress. A two thirds vote of Congress is required to over ride his veto.

Will Trump go third party? He has such an ego that he might but if he cares about more then himself he won't.
