Are you sure about that?  Has anybody actually done any lifetime tests?

3000ppm would be the expected level in relatively confined indoor situations with an outdoors atmospheric level of 1000ppm. 

Healthy submariners have had to exposure to similar levels and have shown slight health problems after only a few weeks.

Of course, the symptoms go away after returning to breathing a normal atmosphere.

Yes you are correct, but the 7000ppm in our atmosphere provided ample food for animals to develop and life thrived from that point onwards.
