The Judge sets a non parole period taking into account prospects of rehabilitation, antecedents, etc (refer to Penalties & Sentences Act 1992 (Qld) that cover the etc).
Following expiry of the non parole period and a parole application is made, the Parole Board assesses whether or not the prisoner has fulfilled rehabilitation and any other relevant matters and hands down its decision to grant or refuse parole. Such assessment can be far reaching with much additional information sought for consideration prior to making the decision.
