your understanding of words is so bad.  even in the example you quoted (offtopic) killing in self-defence is both legal and lawful.  It is not one and not the other.  the words are IDENTICAL in meaning therefore interchangeable in any sentence or context.

The 'turn them back' policy was based on the premise that it would deter people from getting onto leaky boats, and drowning at sea.

That has now been proven to be a total flop.  The boats have not stopped, and how embarrassing is it that Indonesia and Malaysia are doing all the 'lifting' while Abbott does all the 'leaning?'

You really arent aware that people who enter Australia without a visa do so illegally? Really? An ex lawyer doesnt know this?
