Those are the Rules. Uber operates outside them....and they are operating illegally.
They have been ordered to cease and desist in Queensland and it is costing them plenty each week for their illegal operations.

The Uber app, which offers a pick-up and drop-off service using a credit card, wants to be recognised as a ride sharing operation, rather than a taxi.
In a submission to Queensland MPs, Uber said the Transport Department was trying to shut it down by refusing to discuss reforms to enable the ride sharing app to operate.
Uber said it had been operating in Queensland for just over a year and more than 100,000 Queenslanders had chosen ride sharing as their preferred way to get around Brisbane and the Gold Coast.
Uber spokesman Brad Kitschke said the Department of Transport was refusing to meet with the company.
"We believe the Government is using existing rules to try and protect the incumbent industry from competition and doing so unreasonably," he said.
Horseshit. Uber is a taxi service pure and simple. Even the taxman has now made that decision, and has required that Uber drivers register for the GST, put in returns, and pay the 10%.
The Government is not protecting the taxi industry at all. It is doing what Government does.....enforce existing law. Uber can pretend it is a girafe all it wants, but it is a taxi service, and must meet the regulatory obligations Government imposes on such services.
Simple.
As I have said, the Industry is not scared of another Cab Company. They come and go like as has happened over the years in various parts of metropolitan and rural Queensland. But......any new arrival needs to play on the same field as the rest of us. No free kicks, Uber. Comply with the Law.
Did you hear about the dude who picked up a ride only a couple of k's froim the airport ? The taxi driver had a hissy fit when he found out that it wasn't his standard run to the city and he had lost his place in the ranks !! Great professional service
