They got their data from 1986 and 990:
The data is based on models by Dickinson and Cicerone (1986) and those which are included in the IPCC report (IPCC, 1990). Although there are extensive model calculations of radiative forcing in the literature, there are few experimental measurements of the greenhouse radiation which is responsible for global warming. In what follows, measurements of the surface greenhouse radiation are described and compared with the modelled estimates of radiative forcing.
This forcing caper didn't quite work out. What a pity that these models and speculations and measurements could not predict the pause in warming. SO what value can you put on all their other predictions, also unfuifilled so far?

You asked for evidence that human generated Co2 is responsible for whatever is happening to the climate - you were shown it. Measured downward radiation is shown to be increasing as atmospheric greenhouse gas concentrations increase.
it is evident that the actual greenhouse radiation has increased by over 3.5 W/m2 since pre-industrial times, or by about 2.3% of the total greenhouse radiation. And WTF is this "pause in warming" you mention?
The ongoing decline of the cryosphere and sea-level rise doesn't indicate any "pause in warming".

Human contribute 2.3 % of total KNOWN greenhouse radiation.
(how much CO2 do the under-sear volcanos produce? The ones we never know about, never measure)
And that 2.3% tail wags the entire climate dog.
Human activities have increased the atmospheric concentration of CO2 by 40% over the past 200 or so years.
This is a significant change to the gas that regulates the climate of the planet
