Those penalties were to be against
covenant breakers [among the children of Israel].
Against persons who
had made a solemn agreement to keep themselves HOLY [in the presence of their God], but would count their covenant with their God as of no important 'consequence', and not worthy of keeping.

Is God unreasonable
- to require that people who have made an agreement with him [God], and then break their part of the agreement, be punished, be killed ?
Not in my book.
I don't like people who make an agreement with me, ....and then later, 'break their word' [when they no longer want to do what they have agreed to do].
People who 'break their word', are unreliable.
