What's the point? If some aboriginal or five are sniffing glue and hanging around the buskers looking to punch out whitey and useless patrol walks by lookout!!! It's a sign of confusing politics to come and the coppers are even concerned at the state of confusion they add by simply seemingly existing for no reason at all.
