*No speedo is accurate to within 1km. Even if your speedo says 60 it could be 58, it could be 62, etc.
*Even if the speedometer is 100% spot on tyre pressures and wear can change it. So even if it is 100% correct, it would only be in optimal situations and not the real world.
*It is practically impossible to keep exactly at the right speed. For one you have to have your eyes on the road most of the time, and therefore you can't just sit there looking at the speedo the entire trip. Secondly depending on your angle of view your speed can change by a few kms making it hard to know exactly how fast you are actually going. Add to the fact that on most cars there is only a few mm between 60kph and 70kph on most speedometers and again it is nearly impossible to tell the difference between 61 and 60kph. Lastly, just a change of gear, a sudden tail wind, or a slight change in gradient can cause the car to speed up by 1kph in a second. How could anyone reasonably keep track of a 1kph change in speed? 

Now take all that and remember that the same applies to the police car as well, plus he has to know for fact that he is matching the car in front perfectly. Perfectly! Just because he is doing 61 doesn't mean the car in front is doing over 60. 1kph is only 27cm per second. It is not that easy to keep one eye on the speedo and know for a fact that you are doing 61kph, as well as knowing that you are not slowly creeping up to the car in front as little as 1/4 a meter per second. Not unless you were dangerously close to the car in front in the first place...

There is simply way to much doubt to prove this person was actually breaking the law. Trust the peccerhead to ignore that simple fact and try to stick to the law is the law type argument and not consider that the person fined may not have been breaking the law in the first place.

And that's the point of contention. I claimed that I was outside a school zone, based on the fact that I had passed a 60kmh sign. That allowed me to speed up to 56kmh and still be within the speed limit. An officer claiming that the speed reading was inside a 40kmh zone, when he showed pictures that were deemed otherwise, meant that I shouldn't have received the infringement notice.
